Do you want a good appraisal: fast and cheap?
What it takes to be a California appraiser today:

150 hours of specialized education (200 hours for the Residential Certified License + Associates Degree or specific college classes)

56 hours of State approved continuing education every 4-years, 7-hour Uniform Standards class every other year.

Passage of a State required real estate appraisal exam.

2000 hours (over 1-year) of supervised appraisal work under the guidance of a State Certified Appraiser (who must co-sign and take financial responsibility of your work). 2500 supervised hours over 30-months for the higher level Residential Certified License (again supervisor must co-sign reports).
Many appraisers carry million dollar insurance polices (which might be required by some clients) to cover mistakes they may make in the valuation of real estate. Appraisers can be convicted of mortgage fraud in the course of their everyday work, if it is determined one deliberately produced a misleading appraisal.
A real estate appraisal takes a fair amount of time in research, analysis, inspection, experience and development. Large financial decisions are made in part because of those appraisals. An appraiser who is willing to work fast and cheap; and cover all types of properties, hundreds of miles apart - may not be able to produce good work.
Recently there has been a real squeeze on appraisers to work fast and cheap, because of that many seasoned appraisers are actually leaving or thinking of leaving the profession. Think about it: if the only criteria in choosing a professional (doctor, lawyer, etc.) is price and how fast they can get something done - what is the likelihood the results will not be great. What if you think you are hiring the top guy in a company, but your work is actually done by some junior assistant. Some appraisal operations are assigning work, to whoever is willing to work fast and cheap, and it is often quality that suffers.
A quality appraisal (bottom line) is a well justified / reasonable value, which requires a good understanding of the property, the neighborhood and the current local real estate market conditions.
